Chief Strailey is a 1977 graduate of South Williamsport High School. After graduation he was employed by the Lycoming County Communications Center going from full-time to part-time until 1990. He started his law enforcement career with the Borough of Duboistown in 1979 as a part-time officer. He graduated from the Allentown Police Academy in 1980 and became a part-time officer in Montoursville and Montgomery. In the spring of 1981 Dan went full-time in the Borough of Montgomery. Dan left his position there, after reaching the rank of Sergeant, in the fall of 1984 and became a caseworker with Northern Tier Youth Services. While working for Northern Tier, Dan worked part-time with Muncy Township Police. In the spring of 1985 he left his position with Northern Tier and Muncy Township and returned to Montoursville part-time, becoming full-time January 1, 1986. In 1990 Dan graduated from the D.A.R.E. (Drug Abuse Resistance Education) instructor’s program and began teaching the program in the Montoursville Area School District. Dan was named Police Officer of the Year by the Williamsport Exchange Club in 1991. Dan was promoted to Sergeant in 2001. In 2001 the Montoursville Police Department applied for and received a grant from the Pennsylvania Commission on Crime and Delinquency for a School Resource Officer (SRO) Program. Dan was to first SRO for the department until being promoted to Chief in March 2002. Dan was voted Pennsylvania D.A.R.E. Officer of the Year in 2001 by the Pennsylvania D.A.R.E. Officers Association where he is presently secretary. Dan is a certified to instruct at the Municipal Police Academy and does so through the instruction of Mandatory In-Service Training for Mansfield University. Dan is a member of the International Association of Chiefs of Police (IACP), Pennsylvania Chiefs of Police, Northeast Pennsylvania Chiefs of Police, Pennsylvania D.A.R.E. Officers Association, Pennsylvania Juvenile Officers Association, Susquehanna Valley Fraternal Order of Police, National Association of School Resource Officers (NASRO) and various job related organizations. Dan has recently been elected Secretary of the Northeast Pennsylvania Police Chiefs Association and sits on the Pennsylvania Chiefs of Police Association Education and Training Committee. Dan was also active as a counselor in the Lycoming County Police Camp Cadet program and still remains active as a presenter.
